A dangerous pandemic isolates a U.S. military medical team in Haiti. A CDC epidemiologist assigned to investigate the origin of the pandemic, is accused of trespass on Haitian government property and is pursued by authorities. She suspects a coverup and escapes custody to join the medical team to collaborate in a deeper investigation. They uncover evidence of a covert bio-laboratory, potentially the source of the outbreak, operated by a foreign adversary of the United States. After escaping back to the States, the team discovers a strict administration committed to aggressive mitigation policies. A vaccine, secretly implanted with a revolutionary tracking biochip without public knowledge, received approval. The administration seeks to prevent widespread knowledge of the biochip. When the group provides evidence of the biolab, their findings are shelved, replaced with a push for compliance and containment. A conspiracy is suspected. The deeper they investigate, the more it points to a plot involving a senior government official and a foreign biotech executive. To expose the scheme before it gets buried, the group creates a secret organization called "The Reticent." Their quest for the truth leads to them being pursued by a new federal agency, The Federal Monitoring Authority. With the aid of a fugitive hacker, they establish an advanced information network from a hideout in the northern woods of Wisconsin to inform the public, in defiance of federal agencies, and at great personal risk.
