Qiao Liang (乔良), born on January 9, 1955 in Shanxi, China, is a retired general of the People's Liberation Army Air Force (PLAAF), military strategist, and Chinese author. He is most internationally known for co-authoring, with Wang Xiangsui, the book Unrestricted Warfare (1999), translated into English as Unrestricted Warfare: China's Master Plan to Destroy America, although this subtitle was added by Western publishers and does not accurately reflect the original focus of the authors

In the work, Qiao and Wang argue that modern warfare is not fought solely with traditional weapons, but encompasses a wide range of unconventional strategies, such as economic, cyber, media, legal, and psychological warfare. Their central thesis is that future conflicts will involve multiple dimensions of power, beyond direct military combat

The book is not an official statement of the Chinese government, but an academic and theoretical text that has been interpreted in various ways, especially in the geopolitical context between China and the United States. Despite the controversy it has generated, Unrestricted Warfare is widely cited in debates on security, cyberstrategy, and international relations
