Joan E. Garcés
Joan E. Garcés holds a PhD in Political Science from La Sorbonne and Sciences-Po, and a Law degree from the Complutense University of Madrid. Personal political advisor to the Chilean president Salvador Allende, in 1999 he received the alternative Nobel Prize (Right Livelihood Award) in the Swedish Parliament for his work in defense of human rights. He has published, among others, the following works: Political Development and Economic Development. A Comparative Study of Colombia and Chile; Démocratie et contre-révolution. The Chilean Problem; Orlando Letelier. Testimony and Vindication (in collaboration with Saul Landau); Sovereigns and Intervened. Global Strategies, Americans and Spaniards; Allende and the Chilean Experience; The State and Tactical Problems in the Government of Salvador Allende. After the Cold War, he has led in Europe the judicial process against General Augusto Pinochet for crimes against humanity and terrorism, and challenged the negative consequences for the democratic development of society of keeping unpunished the crimes against humanity committed such as those imposed on the Spaniards between 1936 and 1977.
