Winkelmann arbeitete als amtlicher Stenograph fr den Preuischen Landtag, wo er zuerst Preuische Abgeordnetenhaus und spter fr das Preuische Herrenhaus protokollierte. Die von ihm verwendete und gefrderte Kurzschrift war das von Heinrich Stolze eingefhrte System. Auerdem war er Mitglied und Schriftfhrer des Stenographischen Vereins zu Berlin , wo er 1854 das Krnzchen fr Wett- und Prmienschreiben begrndete, das die Ausbildung stenografischer Praktiker in Berlin frderte. Der Verein benannte nach ihm das Winkelmann-Album , worin der Name des Siegers im jhrlichen Wettschreiben eingetragen wurde. Dieser durfte das Album ein Jahr lang behalten, um es nach dem nchsten Wettschreiben in die Hnde des neuen Siegers weiter zu geben.
