Deutschlands Aufstieg zu einem der größten Rüstungsverkäufer weltweit begann in der sozialliberalen Ära. Waffenexporte wurden zum Mittel der Politik, mit dem unterschiedlichste Motive verfolgt wurden: außen- und europapolitische Ziele ebenso wie Wirtschaftsinteressen. Erstmals wurde ein Konzept zur Rüstungsexportpolitik entwickelt, welches permanent dem Spannungsfeld zwischen Friedenspolitik und Bündnisverpflichtungen ausgesetzt war. Vor allem die Exportfrage aus der Rüstungskooperation mit Frankreich wurde wiederholt zur Belastungsprobe. Die diplomatiehistorische Studie untersucht die Konzepte und Entwicklungen aus den Quellen.
