B. born on May 23, 1934 in Ashland (Oregon, USA). His father was a pastor of the Assemblies of God. He himself would be ordained a minister of this denomination in 1959, assisting and pastoring at an Assembly in Des Moines (1958-62) and at a Congregational church in Magnolia (1975). He studied at Seattle Pacific University (B.A. 1956; M.A. 1958) and at the University of Southern California (Ph.D. 1966).

He has been an assistant professor of Religion at Southern California College (Costa Mesa, 1966-69), Professor of Biblical Studies at Wheaton College (Wheaton, 1969-72, 72-74), professor of New Testament at Gordon-Conwell Theological Seminary (Hamilton, 1974-78, 78-86) and professor of New Testament at Regent College (Vancouver, Canada, 1986-), alongside M. Green (v.) and J. Packer (v.).

He has also taught and given special courses at various biblical and theological education institutions around the world: Manila, Canada, USA, Philippines, Malaysia, Nairobi, Portugal, Yugoslavia, Belgium, Singapore, Japan, Spain.

A true scholar of the New Testament, he is a lover of Scripture, studied in detail and meticulously. He has always tried to convince his many students that a cultivated intellect can and should be united with a deep devotion to God, as has always been understood by historical Christianity.

His theological stance is that of a moderate Pentecostal, opposed to prosperity theology.
