Some people will refuse almost anything. They are terrified of accepting anything. Their default reaction is refusal. This could be their undoing, as they are likely passing up many opportunities by unthinkingly refusing everything that comes their way. They are lacking in experience and goodwill. They are preventing themselves from growing as individuals.
