After halting a cybernetic apocalypse, Duck’s damaged body is now held by a clandestine Government Agency debating whether to use or destroy him. An investigation into corrupt Mayor Noah Cassidy becomes a pulse-pounding race against time to rescue kidnapped children while a terrifying new threat emerges, a psychic killer wreaking havoc and destruction leaving law enforcement baffled.

Elizabeth "Jet Girl" Wilkinson, an artist recovering from a gunshot wound is re-united with Duck. Her fragmented memories, observational skills, and trauma give Duck the information and clarity he needs to unravel the conspiracies and work with the Agency to protect humanity.

The Agency must coordinate with returning character, Vidcast host Erin Leydell, in a desperate gamble to stop the killer on a packed Coney Island on July 4th. But can cynical, world-weary Agent Cayden Vonnegut destroy the monster without becoming one himself?
