Synopsis "The Pandora's Boxes"

An explosion cripples the Pandora, a container ship in the Indian Ocean. Young Lieutenant Sam Rayburn and his crew trace the explosion to one of four shipping containers loaded in Yemen. Rayburn asks the U.S. Navy for help when communications are restored. A destroyer sends a boarding party which sets off an explosion in a second container. Naval Intelligence tries to determine who sent the containers and what weapons are inside, and Lieutenant Susan Lee becomes point person. A helicopter carrying an NCIS investigation team is downed by a blast from the third container. But why doesn't the fourth container explode? Scientists from the Office of Naval Research arrive to open all four containers and figure out what's happening. The fourth contains something different and far more dangerous than the others. The containers are destined for Gaza, and there is strong evidence they were ordered by terrorists. The President of the United hands control of the investigation to the Israelis since they are the intended target, with help from the Navy. Lee, Rayburn and the Israelis follow the cargo through several countries to its destination, working day and night to prevent an international catastrophe.
